does the fuel line have to be above the carb bowl ? its a snapper and the tank is a litle lower than the carb by about a third of an inch will it run?

All engines with this type set up are gravity fed. The tank does need to be above the carb bowl level. Depending on how far down the tank is it might run for a short time till the level of the fuel in the tank gets below the carb bowl.
